In December 2025, the City of Toledo was selected to participate in the National League of Cities (NLC) Prenatal-to-Three Impact Lab cohort. Toledo is one of 16 cities chosen for this nine-month initiative led by NLC’s Early Childhood Success team to advance outcomes for children and families from the prenatal period through age three.

As part of an upcoming site visit, the city will host a cross-sector listening session to gather input from key partners and help shape this strategy.

This effort presents an important opportunity to:

  • Clarify the City’s role in supporting early childhood success

  • Reignite a comprehensive prenatal-to-three strategy and coordinated system across Greater Toledo

  • Build a shared, cross-sector approach at scale to improve outcomes for families and future generations

This initiative to develop a Youth, Family, and Workforce Success Strategy that advances education, employment, housing stability, health, and economic opportunity is also aligned with the City’s new strategic plan.

This session will be a guided discussion designed to surface insights, identify opportunities for alignment, and inform the City’s role moving forward. We hope to see you there!
